Option "Double Puffering"

What is the usage of the option "Double Puffering"? What is it good for?

This option allows to hide some stages of drawing's creation which user doesn't need.
For example, it prevents blinking of the screen on drawing's rotation or zooming.

So why it is an option instead of a fixed functionality?

Double Puffering can increase consumption of system resources (such as memory, GDI resources, etc.) appreciably and reduce drawing speed.
Therefore it is not the fixed functionality.
