Undocked Layouttoolbox always on top of monitor

If the "Layouttoolbox" is not docked, it is always on top of the monitor.

For example:
- open TC and Ctrl-Q on a DWG
- undock the Layouttoolbox and move it somewhere
- open another software (i.e. Explorer) - TC is covered by Explorer, but Layouttoolbox stays visible on top
- open next software (i.e. Word) - Explorer is covered by Word, but Layouttoolbox stays on top
- ...

Seem to be NOT fixed in Version 7.
