Please download "CAD Import VCL for Delphi and C++ Builder developers" (website page: http://www.cadsofttools.com/?PageName=CADImportVCL) on next download link: http://www.cadsofttools.com/download/CADImportVCL.zip
Unpack it. Build demo in the CADImportVCL\Delphi\Demos\Viewer folder. It includes example of dragging.
